He could live with older secondary school children who can let him approach at his own pace, who will play with him nicely and will give him space to rest when needed. Billy is currently learning to walk on a lead, he could be enticed to do training once he is settled in his new home and feels safe, he likes a tasty treat so this will help to get him to engage.
