Throughout Romania, there are municipal shelters where stray animals are collected. The conditions in these municipal shelters are harsh. Especially bad are the situations in smaller towns and areas with few animal protectors. When little help is available for the dogs, the municipal shelters quickly become full. Therefore, the shelters are regularly emptied by euthanizing all the dogs in the shelter kennels, including puppies and older dogs. One such municipal shelter kennel is located in the city of Hunedoara, less than four hours from Brasov. The shelter kennel is constantly full, and therefore dogs are euthanized regularly. In January 2020, supporters of Care for Dogs visited this municipal shelter kennel. During this visit, they selected a small group of dogs that had been reserved a place at Care for Dogs' shelter. One of these lucky dogs is Orwela, who has been waiting since then for the opportunity to continue his journey from the shelter to a home. Orwela is very shy in the shelter. He always keeps a small distance from people and tends to bark easily if the situation or people's behavior makes him suspicious. At heart, however, he is clearly curious about human activities and stays at a distance watching what people are doing. All mandatory treatments at the shelter have always gone smoothly. Orwela has lived in several kennel arrangements over the years and has always gotten along well with other dogs. A lively dog companion would definitely be a great help in the future home or foster home. Orwela had a senior check-up in the autumn of 2025, during which it was found that he had early signs of hip dysplasia.

Ympäri Romaniaa on kunnallisia tarhoja, joihin rankkurit keräävät kodittomia koiria. Näillä kunnallisilla tarhoilla olot ovat karut. Erityisen huonosti asiat ovat pienemmissä kaupungeissa ja alueilla, joissa eläinsuojelijoita on vähän. Kun koirille ei juuri ole tarjolla apua, täyttyvät kunnalliset tarhat nopeasti. Niinpä tarhat tyhjennetään säännöllisesti lopettamalla kaikki tarhalla olevat koirat pennuista vanhuksiin. Yksi tällainen kunnallinen tarha sijaitsee Hunedoaran kaupungissa, vajaan neljän tunnin päässä Brasovista. Tarha on jatkuvasti täynnä ja siksi koiria lopetetaan tasaisin väliajoin. Tammikuussa 2020 ryhmä Care for Dogsin tarhan tukijoita vieraili kyseisellä kunnallisella tarhalla. Tuolla käynnillä he valitsivat mukaan pienen joukon koiria, joille oli varattu paikka Care for Dogsin tarhalta. Yksi näistä onnekkaista koirista on Orwela, joka on siitä asti odottanut mahdollisuuttaan jatkaa matkaa tarhalta omaan kotiin. Orwela on tarhalla kovin ujo. Hän pitää ihmisiin aina pientä välimatkaa ja ryhtyy herkästi haukkumaan, mikäli tilanne tai ihmisten puuhat häntä epäilyttävät. Pohjimmiltaan hän on kuitenkin selvästi utelias ihmisten touhuja kohtaan ja pysytteleekin näköetäisyydellä seurailemassa, mitä ihmiset puuhaavat. Tarhalla kaikki pakolliset hoitotoimenpiteet ovat aina sujuneet rauhallisesti. Orwela on vuosien aikana ehtinyt asua useammassa häkkikokoonpanossa ja tullut aina hienosti toimeen muiden koirien kanssa. Reipas koirakaveri olisikin varmasti suuri apu myös tulevassa kodissa tai kotihoitopaikassa. Orwela kävi syksyllä 2025 senioritarkastuksessa, jossa hänellä huomattiin alkavaa nivelrikkoa takajalassa.
