Of course Frenchies are among the more expensive of small dogs to keep so this should certainly be considered by any adopters. Breed experience will benefit your application as will doing research and displaying knowledge on your application. Harold could live with children aged 8 + years with a sensible approach to dogs. Harold may be able to live with another dog pending successful meet and greets.
