A NEO was left tied to the fence by a bastard, with the nerve to leave him a little piece of bread in case he was hungry, who knows how long he has been there. He is suffering greatly at the our shelter, very stressed and thin from the stress alone. He needs to get out and be with someone with experience in dealing with very stressed dogs.
