Przez 9 miesięcy wspólnie monitorowaliśmy 1/3 gmin, Samorządowych Kolegiów Odwoławczych i Wojewódzkich Sądów Administracyjnych pod kątem wydawania decyzji administracyjnych o odbiorze zwierzęcia, gdy opiekun się nad nim znęca. Czy instytucja czasowego odbioru zwierzęcia jest potrzebna? Może należy uszczelnić już istniejące przepisy? Czy organizacje odbierające zwierzęta podczas interwencji to filantropi czy może złodzieje? Ratują zwierzęta czy się na nich bogacą? Co się dzieje ze zwierzętami po ich odebraniu opiekunowi? Jak długo trwają postępowania decydujące o odebraniu zwierzęcia opiekunowi? Wokół procedury odbioru zwierzęcia przez organizacje prozwierzęce narosło wiele mitów i wątpliwości. Nasz raport je rozwiewa, a także proponuje rozwiązania, które będą skutecznie chronić zwierzęta, jak też przeciwdziałać ewentualnym nieprawidłowościom. Monitoring i opracowanie raportu mogliśmy zrealizować dzięki dotacji w ramach Programu Demokracja w Działaniu Fundacja Batorego
