The exact sequence of events could be determined: Picus lived with its owner in Kroatien. The owner had only one leg and had bought Picus as a puppy for his then 3-year-old son. After the separation from the woman, Picus lives in an apartment on the fourth floor without an elevator. The older son works all day, and the father (in a wheelchair) could not take the dog out because there was no lift. Nobody went for a walk with the dog in the morning—he was only taken out for about 15 minutes in the evening to urinate and defecate. This meant that Picus was confined to the apartment for months and even years, waiting for these 15 minutes to go outside just to relieve itself.

Picus kam im Oktober 2025 in das Tierheim (Shelter) Prijatelji (Kroatien), das von der deutschen Tierschutzorganisation Adoptadog e.V. betreut wird. Picus kam auf Veranlassung der Veterinärbehörde, weil er angeblich eine Frau gebissen hatte. Tatsächlich handelte es sich jedoch nicht um einen Biss, sondern um eine Warnung. Der genaue Hergang konnte ermittelt werden: Picus lebte bei seinem Besitzer in Kroatien. Der Besitzer hatte nur 1 Bein und hat Picus als Welpe für seinen damals 3jährigen Sohn gekauft. Picus lebt nach Trennung von der Frau in einer Wohnung in der vierten Etage ohne Aufzug. Der ältere Sohn arbeitete den ganzen Tag und der Vater (Rollstuhl) konnte nicht mit dem Hund rausgehen (da kein Fahrstuhl). Niemand ging morgens mit dem Hund spazieren â er wurde nur einmal am Abend für etwa 15 Minuten nach drauÃen gebracht, um zu urinieren und sein Geschäft zu verrichten. Das bedeutete, dass Picus monatelang und jahrelang in der Wohnung eingesperrt lebte und auf diese 15 Minuten wartete, um nach drauÃen zu gehen, nur um seine Notdurft zu verrichten.
