After the case of medical staff who did not worry about the dog of the person being rescued, refusing to let it board the ambulance - and in fact "abandoning" it in the middle of the street - another case of culpable indifference is reported to us from a beach very popular with Bellunesi. Nicoletta writes: "As unfortunately often happens, on our free beaches too many people leave their dogs unleashed, and as we know, when two dogs are together, especially if they are large, they form a pack and may attack other dogs: this happened in mid-September at a beach in Caorle where two large unleashed dogs attacked a small dog, seriously injuring it. We know, the fault is certainly not the dogs', but rather human negligence. What further shocked me, however, was the lack of an immediate response for animals and especially the clear refusal of the lifeguards to intervene, saying that this type of intervention was not within their responsibilities. Fortunately, one of them, after persistent urging, eventually provided first aid, but it fell to us tourists to find a veterinarian nearby, since 112 was unable to give us a phone number to call or indicate the nearest center we could go to. Therefore, we had to take the small dog to a veterinarian, who fortunately took care of it, saving its life. I wonder, though, not only if it would not be possible to monitor the beaches and fine the owners of unleashed dogs, but also why no one has given the lifeguards, not to say precise instructions, but at least an emergency phone number to call in case of incidents like the one I witnessed." Legitimate questions from Nicoletta, formulated after experiencing firsthand the indifference of people who, in this case, should be considered at least "persons performing a public service" (art. 359, C.P.), whose duties include monitoring compliance with local bathing regulations and those that the mayor will surely have issued to identify prohibited activities. Theoretically, therefore, dogs running loose on a beach that requires the use of a leash not only constitute an administrative offense, but also represent a potential source of danger for the safety and well-being of swimmers, which lifeguards are required to ensure. It is certain that the lifeguard cannot impose fines on violators, but can, however, call the local police or notify the management of the facility, and it will still be his professional duty to work to restore a situation of safety within his area of responsibility. As for emergency veterinary numbers, knowing them would have been a demonstration of efficiency and proper attention to tourists and citizens, qualities that the protagonists of this incident clearly lacked! We have just told this latest story of indifference to remind all of us - on World Animal Day - how much road we still have to travel to reach respect for every living being, whether plant, animal, or human!

Dopo il caso del personale sanitario che non si è preoccupato del cane della persona soccorsa, rifiutandosi di farlo salire sull'ambulanza – e, di fatto, “abbandonandolo” in mezzo alla strada – un altro caso di colpevole indifferenza ci viene segnalato da una spiaggia molto amata dai bellunesi. Nicoletta ci scrive: “ Come purtroppo accade spesso, nelle nostre spiagge libere troppe persone lasciano liberi i loro cani e, come sappiamo, quando due cani sono insieme e magari sono pure di taglia grande, fanno branco e accade che attacchino altri cani: così è capitato a metà settembre in una spiaggia di Caorle dove due grossi cani sciolti hanno aggredito un cagnolino ferendolo gravemente. Si sa, la colpa certo non è dei cani ma della dabbenaggine umana. La cosa che mi ha ulteriormente scossa è stata, però, la mancanza di un pronto intervento per animali e soprattutto il netto rifiuto dei bagnini ad intervenire, dicendo chiaramente che questo tipo di intervento non rientrava nelle loro competenze. Per fortuna, uno di loro, dopo una insistente sollecitazione, ha comunque prestato il primo soccorso, ma è toccato a noi turisti cercare un veterinario nei pressi, visto che il 112 non era in grado di darci un numero di telefono da chiamare o indicarci il centro più vicino a cui potevamo rivolgerci. Abbiamo dovuto, quindi, portare noi il cagnolino da una veterinaria, che fortunatamente se ne è occupata, salvandolo. Mi chiedo, però, non solo se non fosse possibile monitorare le spiagge e multare i possessori di cani liberi, ma anche come mai nessuno ha dato ai bagnini non dico istruzioni precise ma almeno un numero di emergenza da chiamare in caso di incidenti come quello a cui ho assistito .” Domande legittime quelle di Nicoletta, formulate dopo aver toccato con mano l'indifferenza di soggetti che, in questo caso, sono da considerare quantomeno “persone esercenti un servizio di pubblica necessità” (art.359, c.p.) che tra i propri compiti hanno anche la vigilanza sul rispetto dell'ordinanza balneare locale e di quelle che il sindaco avrà sicuramente emanato per individuare le attività vietate. Teoricamente, quindi, dei cani liberi in un'arenile che prevede l'uso del guinzaglio non solo configurano una infrazione amministrativa, ma rappresentano una potenziale fonte di pericolo per l'incolumità e la sicurezza dei bagnanti, che i bagnini sono tenuti a garantire. E' certo che il bagnino non potrà sanzionare i trasgressori, ma potrà, però, far intervenire la polizia locale o avvisare la direzione dello stabilimento e sarà, comunque, suo dovere professionale adoperarsi per ricreare una situazione di sicurezza nel settore di sua competenza. Quanto ai numeri di telefono dell'emergenza veterinaria, conoscerli sarebbe stata una dimostrazione di efficienza e di giusta attenzione ai turisti e ai cittadini, qualità che i protagonisti di questa vicenda evidentemente non possedevano! Abbiamo raccontato proprio oggi quest'ennesima vicenda di indifferenza per ricordare a tutti noi – nella Giornata Mondiale degli Animali – quanta strada dobbiamo ancora percorrere per raggiungere il rispetto di ogni essere vivente, vegetale, animale o uomo che sia!
