Romanian population of homeless dogs is mainly maintained by people's actions. Poor education, beliefs, poverty and ignorance of the benefits of spaying are among the numerous reasons why pet dogs are not sterilized. Because dogs are not sterilized, new litters are born continuously. For most owners, these puppies are an unwanted additional cost and therefore most puppies are abandoned anywhere. In 2018, Adina, who maintains the Cosoban shelter, received a call asking to take in such an unwanted litter. The mother dog was owned by a woman who suddenly wanted to get rid of the puppies. If Adina did not take the puppies, they would be abandoned somewhere. Since such small puppies could not survive on their own, Adina had no choice but to take the small puppies to her shelter.

Romanian suurta kodittomien koirien määrää ylläpitää ennen kaikkea ihmisten toiminta. Huono koulutustaso, uskomukset, köyhyys ja tietämättömyys sterilointien hyödyistä ovat osa lukuisista syistä sille, miksi omistettuja koiria ei steriloida. Koska koiria ei steriloida, uusia pentuja syntyy jatkuvasti. Useimmille omistajille nämä pennut ovat ei-toivottu lisäkustannus ja niinpä suuri osa pennuista hylätään milloin mihinkin. Vuonna 2018 Cosoban tarhaa ylläpitävä Adina sai yhteydenoton, jossa pyydettiin hakemaan tällainen ei-toivottu pentue. Koirien emon omisti nainen, joka halusi äkkiä pennuista eroon. Jos Adina ei ottaisi pentuja, ne hylättäisiin johonkin. Koska niin pienet pennut eivät millään selviytyisi omillaan, ei Adina voinut muuta kuin hakea pienet pennut tarhalleen.
