In Croatia, abandonment was recently introduced as a criminal offense, with punishments that can reach two years in prison, following an alarming increase in the number of animals without owners. În realitate însă, aceste sancțiuni sunt rareori aplicate, iar în multe cazuri de cruzime extremă nu există nicio consecință reală pentru cei responsabili. Rezultatul? Mii de animale ajung anual pe străzi, bolnave, rănite, flămânde sau condamnate la moarte lentă. Abandonul nu este un act neutru, este o formă gravă de suferință fizică și psihică care lasă urme ireversibile asupra unor ființe complet dependente de om. O lege care tratează abandonul ca pe o „abatere minoră” transmite un mesaj periculos: iresponsabilitatea este acceptabilă.
