Key points of the regulation include: - Microchip and registration in interoperable national databases for dogs (from 2036) and cats (from 2041). - A transition period of 10-15 years, making registration (useful for curbing the illegal trade of puppies from Eastern to Western Europe) a distant goal. - Exemptions or amnesties for older cats, while farmers are exempt from obligations for cats used for natural rodent control. - New breeding and reproduction rules to protect brood female dog, including a ban on reproduction for cats under 10 months and dogs before the second heat, with a maximum of 3 litters in two years and mandatory recovery periods of at least one year. - Limits on inbreeding and extreme selection, although the regulation could have been more stringent and courageous. - Prohibition on inbreeding and selection for extreme physical characteristics that compromise animal health. - Bans on tail docking, ear cropping, nail removal in cats, and vocal cord removal, which will take effect in 2028.

Novità importanti per uniformare (tra 10-15 anni) in europa la condizione di benessere di cani e gatti Si sa che la condizione di cani e gatti non è uguale in tutti i paesi UE, anzi in alcuni la tutela del loro benessere è ancora un miraggio, con soppressioni ammesse nei canili e allevamenti-lager tollerati. Va dunque salutata positivamente l'entrata in vigore – il 30 agosto scorso – del Regolamento (UE) 2026/1818, che delinea per la prima volta un quadro europeo armonizzato relativamente al benessere, all'identificazione e alla tracciabilità di cani e gatti. Nonostante il regolamento sia formalmente già in vigore, la piena applicazione di una parte delle disposizioni è fissata al 31 agosto 2028, mentre altre diventeranno operative addirittura tra 10-15 anni, segno che non tutti i paesi sono pronti a una svolta di rispetto e hanno chiesto il tempo di un'intera generazione sociologica per garantire a cani e gatti condizioni e trattamenti di civiltà. Questi i punti chiave del Regolamento. Una delle principali novità è rappresentata dalla tracciabilità e dal microchip per cani e gatti. I l Regolamento impone l’obbligatorietà sia per i cani (dal 2036) che per i gatti (dal 2041) dell'uso del microchip (trasponditore) e della registrazione in banche dati nazionali interoperabili in tutta l'Unione Europea (24 Stati membri dell'Ue richiedono già il microchip obbligatorio per i cani, mentre solo 7 Stati membri lo richiedono per i gatti). Un periodo di transizione, dunque, che va dai 10 ai 15 anni e che rende la registrazione (utilissima anche per frenare l'enorme traffico illegale di cuccioli da Est ad Ovest dell'Unione) un obiettivo davvero lontano. Inoltre, per i gatti (oggi sono 11 milioni) che al tempo vivranno nelle case degli italiani ci sarà verosimilmente un’esenzione o una sanatoria (ad esempio per quelli più anziani), mentre un’esclusione totale dagli obblighi è già prevista per gli agricoltori relativamente ai gatti liberi impiegati per il controllo naturale dei roditori: una rinuncia alla loro tutela pur di evitare un onere burocratico sgradito alle aziende agricole. Nuove regole per l'allevamento e la riproduzione vengono finalmente introdotte per proteggere le fattrici e che valgono anche per le cucciolate casalinghe: purtroppo solo dal 2029, sarà vietata la riproduzione per i gatti sotto i 10 mesi di età e per le cagne prima del secondo calore, mentre ci potranno essere al massimo 3 cucciolate in due anni, con periodi obbligatori di recupero di almeno un anno. Del tutto immotivato, invece, lo slittamento al 31 agosto 2034 dell’obbligo di riconoscimento per gli allevamenti con più di 5 cucciolate/anno o più di 5 fattrici. Finalmente compaiono dei limiti alla consanguineità e alla selezione estrema , anche se la norma poteva essere sicuramente più stringente e coraggiosa. Il Regolamento vieta gli accoppiamenti tra consanguinei stretti ( inbreeding ) e la selezione legata a caratteristiche fisiche estreme che compromettono la salute dell'animale. Il divieto di selezione estrema non equivale, però, alla messa al bando o al divieto di commercializzazione di razze come i brachicefali (Carlini, Bulldog Francesi, ecc.): il Regolamento, infatti, si guarda bene dal toccare il “business” e si limita a imporre il divieto di far riprodurre esemplari che manifestano gravi patologie funzionali legate all'iper-tipo e a imporre l’esclusione dalla partecipazione a concorsi, mostre o esposizioni ufficiali di cani e gatti con tratti morfologici estremi che ne compromettono il benessere, confidando, in sostanza, su un'evoluzione della responsabilità etica degli allevatori che, allo stato attuale, sembra utopistica. Anche i divieti su mutilazioni e pratiche crudeli entreranno in vigore nel 2028 : saranno vietate il taglio della coda (caudotomia), delle orecchie (conctomia), la rimozione delle unghie nei gatti (onicectomia) o delle corde vocali (debarking).
