If the mayor of Belluno relied on the sense of responsibility of his fellow citizens to ensure compliance with the decree banning fireworks, then the disappointment must have been intense for him and for the thousands of his fellow citizens who appreciated the initiative. On New Year's Eve, there were definitely explosions and bangs all over the municipal territory: in Mussoi, Cavarzano, Nevegal, Castion, Sois, as well as in more remote villages. Certainly, it was a night with fewer fireworks, but it is also certain that the bangs and explosions witnessed were not just occasional incidents. The most lenient comment on the persistence of this uncivilized tradition is that the decree arrived too late, when Bellunese had already bought fireworks and pyrotechnic devices. Perhaps the more realistic one is that part of the population accustomed to satisfying only their own pleasures, regardless of everything and everyone - including civic sense - does not give up the fireworks not only for animals, the elderly and children, but also to avoid the risk of setting fire to a forest, a house, and, least of all, parked cars. In reality, the battle against fireworks must be fought by mayors with genuine conviction and absolute determination, like any other issue involving principles and values: it starts in October-November, the population is informed, brochures are distributed in schools, and maybe a free hotline is made available (which costs nothing!) and it is publicly declared that all complaints from the population regarding the violation of the decree will be examined by the city guards. We hope that next year it will go that way ... Meanwhile, even in animal shelters, there were people who were so terrified that they injured themselves trying to escape from their boxes in a panic: Luky, a 12-year-old mixed-breed dog, certainly spent several hours during the night "chewing" the mesh net attached to the dividers of the boxes. The net was torn from the concrete ledge to which it was firmly attached and left in the condition documented in the photo. For Luky, a lot of cuts on the mouth and a state of stress that only began to resolve in the late morning today: well done, because it could have ended much worse, perhaps with a piece of iron stuck in the throat or death by gastric torsion. Reports of discomfort and panic arrived at APACA from many areas of the province, and all were accompanied by encouragement not to give up in a battle that has just begun. It is an encouragement that we transfer today to those mayors who this year issued the decree banning fireworks: we are sure that next year they will act in time and confirm, with even greater conviction and determination, a decision from which we cannot go back!

Se il sindaco di Belluno confidava sul senso di responsabilità dei suoi concittadini per garantire il rispetto e l'osservanza dell'ordinanza con la quale ha vietato i botti allora la delusione deve essere stata cocente sia per Lui, sia per le migliaia di suoi concittadini che hanno comunque apprezzato l'iniziativa. Nella notte di capodanno non sono mancati, infatti, esplosioni e scoppi un po' ovunque sul territorio comunale: a Mussoi, a Cavarzano, sul Nevegal, a Castion, a Sois, piuttosto che nelle frazioni più decentrate. Sicuramente è stata una notte con meno fuochi, ma è anche certo che gli scoppi e le esplosioni a cui si è assistito non sono stati solo episodi sporadici. Il commento più benevolo al persistere di questa incivile tradizione è che l'ordinanza sia arrivata troppo tardi, quando i bellunesi avevano già comperato fuochi e giochi pirotecnici. Quello forse più realistico è che quella parte di popolazione che è abituata a soddisfare solo i propri piaceri infischiandose di tutto e di tutti – senso civico compreso – non rinuncia ai botti non solo per gli animali, gli anziani e i bambini, ma neppure per evitare il pericolo di incendiare un bosco, una casa e, men che meno, le automobili parcheggiate in strada. In realtà, la battaglia contro i botti va combattura dai sindaci con convinzione vera e determinazione assoluta, come una qualsiasi altra questione che mette in gioco principi e valori: si comincia a ottobre-novembre, si informa la popolazione, si distribuiscono opuscoli nelle scuole e magari si mette a disposizione un numero verde(che non costa nulla!) e si dichiara pubblicamente che saranno prese in esame dai vigili urbani tutte le denuncie che la popolazione presenterà per violazione dell'ordinanza. Speriamo che possa andare in questo modo il prossimo anno… Intanto anche in rifugio c'è stato chi si è terrorizzato al punto da ferirsi per tentare di fuggire dal box in preda al panico: Luky, un meticcio di 12 anni ha trascorso, infatti, sicuramente parecchie ore della notte a “masticare” la rete a maglie che è agganciata ai divisori dei box. La rete è stata strappata dal cordolo di cemento al quale era saldamente ancorata e ridotta nelle condizioni documentate dalla foto. Per Luky un bel po' di tagli alla bocca e uno stato di stress che è cominciato a risolversi solo nella tarda mattinata di oggi: bene così, perchè poteva finire molto peggio, magari con un pezzo di ferro infilato in gola o con la morte per torsione gastrica. Segnalazioni di disagi e panico sono arrivate in APACA da molte zone della provincia e tutte sono state accompagnate dall'incoraggiamento a non desistere in una battaglia che è appena cominciata. E' un incitamento che noi trasferiamo già oggi a quei sindaci che quest'anno hanno emanato l'ordinanza di divieto dei botti: noi siamo sicuri che il prossimo anno interverranno per tempo e che confermeranno, con ancora maggiore convinzione e determinazione, una decisione dalla quale non possiamo tornare indietro!
