Carlos was surrendered to the shelter by four men who claimed they found him on a country road and then tied him up with a rope on the bed of their pickup truck. We are not sure if this story is true... Carlos is a young teenager who still has much to learn. He is affectionate, friendly and gets along well with other dogs.
